La construcción del puerto de El Musel es fruto del impulso industrializador desarrollado a partir del segundo cuarto del siglo XIX en Asturias, basado en la siderurgia y esencialmente en la explotación de la hulla en las cuencas centrales de la región. Estas dos actividades industriales se potenciarían desde sus inicios de la mano de banqueros y técnicos nacionales y fundamentalmente extranjeros. La implantación de estas industrias a su vez impulsaría el progreso del comercio, el crecimiento de los principales centros urbanos y la adaptación de nuevas vías de comunicación por medio de carreteras, ferrocarriles y puertos, introduciendo en la región un sistema de producción capitalista frente a la economía agraria tradicional.. La accidentada orografía regional dificultaba la comunicación con la Meseta, tanto por carretera como por ferrocarril (hasta 1884 no entraría en servicio la línea Gijón-Oviedo-León por el puerto de Pajares), siendo la vía marítima la única capacitada para dar salida con garantía a los nuevos productos industriales, planteándose por ello la necesidad de un gran puerto comercial en la zona central debido a la proximidad de las minas y fábricas
